The building has historical significance and plays an important role in the social and cultural life of the city. The reconstruction project was aimed at updating the technical condition of the building and modernizing its engineering systems. TVD performed the following main works: Reconstruction works - updating the building taking into account its architectural value and functional needs. Engineering networks - modernization of water supply, sewage, ventilation, heating and power supply systems.
